Will cloudy headlights fail an MOT?

What the MOT manual actually says

The relevant section of the DVSA MOT inspection manual is 4.1: Headlamps. Under this section, a headlight will fail if it:

Doesn't produce a steady beam
Is missing, damaged or so insecure that aim is affected
Has the wrong colour beam (not white or yellow)
Has a lens that's seriously deteriorated such that beam pattern or intensity is affected
Is significantly obscured by dirt, damage or discolouration

That last point is the one cloudy headlights fall under. The MOT tester has discretion: a slightly hazy lens that still produces a clean beam pattern may pass with an advisory, while a properly yellowed or pitted lens that scatters the beam will fail outright.

Why cloudy lenses fail the beam test

MOT testers don't just look at how clear the lens is — they observe the actual beam pattern on a wall or screen. A cloudy lens does two things to a headlight beam:

Reduces intensity. Oxidised plastic scatters and absorbs light. Lab tests show output drops of 30–50% on heavily yellowed lenses versus clear ones.
Destroys the beam pattern. Modern headlights are precision-engineered to project a specific shape with a hard cut-off line that prevents dazzling oncoming traffic. A scattered, diffuse beam through a hazy lens loses that cut-off — which means it dazzles other drivers and doesn't project light to the road properly.

Advisory vs straight fail — which will yours get?

Honestly, it depends on the tester. Some are more lenient than others. But these are the rough rules of thumb:

Light surface haze, clear beam still: typically an advisory ("headlamp deteriorating"). You'll be told to sort it before next year but won't fail this time.
Visible yellow tint, slightly fuzzy beam: borderline — often an advisory but sometimes a fail depending on tester.
Heavily yellowed, opaque or pitted lens, scattered beam: straight fail. No negotiation.

If you've been given an advisory at a previous test, take it seriously. Lenses don't get clearer on their own — they only get worse. An advisory this year is a fail next year.

What it costs to fail vs restore

If your car fails the MOT on headlights, you have a few options:

Replace the headlight units — usually the most expensive route. A new OEM unit can run anywhere from £150 for an older Ford to £2000+ for an LED unit on a premium German car. Plus fitting.
Restore the existing lenses — significantly cheaper, and if done properly with a UV sealant, lasts long enough that it's a one-and-done fix.
Take it to a different tester — sometimes works for borderline cases, but it's a roll of the dice and you've still got the underlying problem.
